Commercial construction

A chain usually signs one master agreement that fixes the terms once, then orders each store by a separate work authorization with its own scope, price and dates. Every store still needs its own building permit from that city, its own electrical notification and a current WSIB clearance. Cruzz Construction, a Hamilton general contractor, travels across most of Ontario and has built Next Golf studios in Hamilton and other Ontario locations.

## What contract fits a run of stores?

The Canadian Construction Documents Committee publishes [CCDC 2MA, a master agreement between owner and contractor](https://www.ccdc.org/document/ccdc2ma-2023/), written for owners with an ongoing construction or maintenance program. It sets the general terms for a defined period, and each job is then ordered by a work authorization that sets its scope, price and timing. The terms are negotiated once instead of at every store. A one-off store can use a single contract per job instead; the [guide to comparing quotes](https://cruzzconstruction.com/guides/quote-comparison/) covers what each price should state.

## Does every store need its own permit?

Yes. A building permit comes from the city where the store is, and each city runs its own process: Hamilton, Burlington, Oakville, Mississauga and Toronto each publish their own steps, and the [area guides](https://cruzzconstruction.com/areas/) link them. A design approved in one city is reviewed again in the next, so the drawings are adjusted to each unit and each permit is applied for early. The [Hamilton permit guide](https://cruzzconstruction.com/guides/commercial-permits/) lists which fit-out work needs one.

## What paperwork follows the contractor from site to site?

Electrical work is reported to the Electrical Safety Authority by a notification filed before the work starts, and [ESA says](https://esasafe.com/compliance/what-you-need-to-know/) a building permit is not the same thing: a job may need both. A [WSIB clearance](https://www.wsib.ca/en/clearancefaqs) is valid for up to 90 days, so a rollout that runs for months needs fresh ones; see the [WSIB clearance guide](https://cruzzconstruction.com/guides/wsib-clearance/). Larger jobs also need a [Notice of Project](https://cruzzconstruction.com/guides/notice-of-project/).

## What does the chain supply, and what does the contractor build?

Most chains hand over a standard store design, a list of the items they buy themselves (fixtures, signs, equipment) and the landlord's tenant criteria for each mall. The contractor turns that into a schedule per site, builds the walls, ceilings, finishes and millwork, and coordinates the mechanical and electrical trades and the inspections. See [retail fit outs](https://cruzzconstruction.com/commercial/retail-fit-outs/) for one store and [occupied renovations](https://cruzzconstruction.com/commercial/occupied-renovations/) when a store stays open.

## What has Cruzz built in more than one city?

Cruzz Construction was the general contractor for [Next Golf studios](https://cruzzconstruction.com/projects/) in Hamilton and other Ontario locations, and has built offices in Hamilton and London. It already travels through most of Ontario. See [golf simulator studios](https://cruzzconstruction.com/commercial/golf-simulator-studios/) for what those units need.

**What repeats at every store in a rollout (sources read 2026-11-06)**

| Item | Who issues it | How often |
| --- | --- | --- |
| Contract terms | Owner and contractor, for example CCDC 2MA | Once, for the program |
| Scope, price and dates | A work authorization under the master agreement | Per store |
| Building permit | The city where the store is | Per store |
| Electrical notification | Filed with the Electrical Safety Authority | Per store |
| WSIB clearance | WSIB, valid up to 90 days | Renewed through the program |
